Do jellyfish have eyes or brains

Nope. Also they lack a CNS. They have a very basic set of sensory nerves at the base of their tentacles.

They have ganglion, which is like a primitive brain/nervous system to provide basic instinct!

Not really. Most jellyfish have a basal nervous system around the rim of their bell, but no true brain. Some species of box jellyfish have well developed eyes and can swim where they want instead of just following the current.
